Are you CONFUSED about the new qualification?
The new qualification has TWO parts - the knowledge, called the Technical Certificate, and the proof of competence, called the Level 3 Diploma in Pharmacy Service Skills (NVQ) (QCF) (formerly the NVQ Level 3 in Pharmacy Services).
If you work in PHARMACY and want to be registered with their regulatory body you must do BOTH as part of the journey to registration.
If you don't work in PHARMACY you could do the study part first and then consider whether you want to also complete the competence part.
If you don't work in a pharmacy setting you do not need to and cannot register with the PHARMACY regulatory body.
